The Big Heart of Merthyr Tydfil BID is a Business Improvement District which was established by The means as the second BID in Wales in 2011. It aims to bring businesses and organisations together in Merthyr Tydfil town centre to make their voices heard and work collectively to deliver services that make a lasting difference to the town centre.

The Means were commissioned in December 2016 by the Big Heart of Merthyr Tydfil BID to support the organisation through its renewal ballot

Project Description: 

Director Peter Williams and Project Manager Becky Chantry have been engaged by the Big Heart of Merthyr to advise the BID manager and the board throughout the renewal ballot process.

This commission involves the following tasks:

  • Developing a consultation exercise to gauge levels of awareness and satisfaction of BID levy payers and the services that Swansea BID are delivering
  • Reviewing and refreshing the existing BID arrangements
  • Reviewing and updating baseline and operating agreements
  • Development of the BID proposal content and design
  • Support in liaising with Electoral Services and Business Rates departments
  • Development of ballot documentation
  • Management and development of CRM database
  • Establishing a communications strategy for engaging new and existing BID levy payers
  • Facilitating the engagement with Head Office voters during the renewal campaign
  • Meeting legislation milestones
  • Campaigning and contacting allocated Head Office accounts to gauge their support
