To undertake a feasibility study into options for the proposed redevelopment of the derelict Plaza cinema in Port Talbot and develop an indicative business plan and funding strategy for any confirmed option
The regeneration of Port Talbot town centre and the Plaza Cinema will provide a more sustainable and enhanced offer to support the local retail and cultural sectors. The cinema building has the potential to provide further focus and footfall to support regeneration efforts, particularly given its highly visible and prominent position close to Port Talbot Parkway Station. A multi-use community arts facility is proposed offering performance, dance and cinema facilities for local groups and the wider public.
The means' role is to undertake an options appraisal for securing sustainable use. This includes a review of options for management and governance of the facility, consultation with the local community, an analysis of proposed uses and recommendations for enhancing revenue streams. This work will then be followed by the development of a business plan for the preferred option including identification of funding sources, competitor and risk analysis.
