Ymlaen Llanelli and principally Carmarthenshire County Council.
Assignment: 

To investigate the feasibility of establishing a Business Improvement District (BID), then taking it through campaign, ballot and set up. The means now manage Ymlaen Llanelli for 2.5 days a week.

Project Description: 

Ymlaen Llanelli has a relatively small income of only £80,000 per annum. The BID area covers the town centres main shopping area including the St Elli shopping centre; the professional area home to accountants and solicitors on Murray Street and key entry points in to the town such as Eastgate and West End. The BID income is targeted at the following programme of improvements, which commenced April 2016 and will operate until April 2021:

1. Improving access

• Delivering more short-term parking
• Making Llanelli first choice for Saturday shopping by providing £1 a day parking
• Bringing more people into town through public transport

2. Boosting marketing

• A calendar of events including the December reindeer parade
• A free store business directory
• Subsidised advertising and a town centre loyalty card
• A local pride campaign

3. Enhancing experience

• Greening projects
• Creating a better customer experience

4. Developing strategy

• Lobbying for business and building business know-how
• Supporting new business

Mandy Jenkins spends two days overseeing this project. The Board is led by an enthusiastic and strong group of businesses. As with many other towns in Wales, Llanelli faces its challenges but it is set to benefit from future regeneration projects such as the Wellness and Life Science Village at Delta Lakes.
